Job Description

We are seeking a senior Director of IT Services to provide executive-level leadership and operational oversight for the Mississippi Division of Medicaid s (DOM) enterprise IT Infrastructure Management and Delivery Services. This role involves directing day-to-day operations across cloud environments, network engineering, service desk operations, vendor management, and state/federal cybersecurity compliance while leading active technology modernization initiatives.

Work Arrangement: 100% Onsite (No remote option available; candidates must work fully on-premise in Jackson, MS)

Role Type: Contract (10/19/2026 to 10/18/2027; initial 1-year duration subject to annual state budget renewal)

Key Responsibilities

• Enterprise Cloud Leadership: Oversee AWS enterprise cloud infrastructure, provisioning, platform services, identity integration, cost management, and cloud migration activities from legacy VMware systems.
• Infrastructure & Operations Management: Direct compute, storage, virtualization, operating systems, and data backup/protection platforms (Cohesity) to maintain strict system availability and performance.
• Network & Telecommunications: Direct enterprise LAN/WAN, wireless (Cisco Meraki), load balancing (F5 BIG-IP), DNS provisioning, and telecommunication carrier operations.
• IT Service Desk & Support: Lead the enterprise service desk team, establish KPIs (first-contact resolution, response times, backlog), oversee incident escalations, and manage ticket workflows via the ITS Service Center.
• Vendor & Contract Oversight: Provide executive oversight for technology partners and cloud vendors; manage Statement of Work (SOW) development, contract renewals, procurement evaluations, and SLA compliance.
• Cybersecurity & Compliance: Ensure all IT infrastructure strictly complies with HIPAA, ePHI, CMS ARC-AMPE, and Mississippi ITS security policies while coordinating audits and risk assessments.

Required Skills & Qualifications

• Progressive IT Management: 10+ years of experience in progressive IT, with significant background managing enterprise IT operations and infrastructure.
• Leadership & Direct Supervision: 8+ years of direct management experience supervising technical teams, engineers, managers, and support personnel.
• AWS Cloud Governance: 2+ years of hands-on experience managing enterprise AWS cloud environments (EC2, S3, IAM, VPC, CloudWatch, Landing Zone).
• Enterprise Networking & Operations: 2+ years of experience overseeing LAN/WAN, DNS, load balancing, wireless infrastructure, and telecommunications.
• ITSM & Service Desk Leadership: 2+ years of experience managing IT service desk operations, service-level management, and incident response frameworks.
• Vendor & Contract Oversight: 2+ years of experience managing technology vendors, negotiating contracts, and drafting SOWs.
• Data Protection & Backup: 2+ years of experience managing enterprise data protection, disaster recovery, and backup solutions.
• Cybersecurity Frameworks: 2+ years of experience with IT governance and cybersecurity compliance in regulated environments.
• Executive Communication: 2+ years translating technical issues into strategic business communications for executive leaders.
• Education: Bachelor's degree in Information Technology, Computer Science, MIS, or equivalent work experience.

Preferred Qualifications

• Government & Healthcare IT: Experience working within state or federal government IT environments (preferably Medicaid, healthcare, or human services).
• Interoperability & Data Standards: Experience with CMS interoperability mandates, FHIR APIs, NoSQL databases (MarkLogic), and healthcare integration engines (Cloverleaf).
• Technical Certifications: Active AWS (Solutions Architect/SysOps), ITIL v4 Foundation, or PMP certifications.
• DevOps & Architecture: Familiarity with Infrastructure-as-Code, CI/CD pipelines (GitLab), and data center to cloud migration.
